The Leadership Competency Framework outlines what it means to demonstrate excellence in local government finance — not just technically, but as a leader, collaborator, and steward of public resources.
The framework is the result of GFOABC and its members working together over several years — from early pilot cohorts beginning in 2016 through to the framework's completion in 2022. Finance professionals from many different local governments tested the framework in their own workplaces, and their feedback directly informed its final design.
Today, the framework serves as the foundation for everything GFOABC builds — from Boot Camp to Strategic Financial Leadership to our webinars and forums. All program offerings are framed using the framework's competencies and language.
The Seven Leadership Competencies

Three Levels of Competency
Each competency is described at three levels. These are not tied to job title — anyone in any role can demonstrate competencies at any level. There is no "good" or "bad" level; all levels are part of the roadmap to excellence.
Level 1
Participant in change. Smaller sphere of influence. Acts on clear direction.
Level 2
Early adopter and improver. Broader perspective. Ally to others.
Level 3
Tone setter and change maker. Navigates paradox and ambiguity.
