PROPERTY TAX 101

Course Objectives:

This is an informal and interactive workshop where participants will learn about the taxation process including assessments, collections, home owner grants and tax deferment.  The objective is to give participants the information they need to confidently and effectively answer questions from taxpayers.

Who Should Attend:

New and experienced finance department staff who need to provide up-to-date property tax information to taxpayers.

PROPERTY TAX 201 - TAXATION FOR FINANCE OFFICERS

Course Objectives:

This is an interactive workshop provided at Boot Camp where participants will learn about the taxation process including assessments, tax rates, collections, home owner grants and tax deferment.  The objective is to give participants the information they need to confidently and effectively answer questions from taxpayers and manage the property taxation function in the Finance Department.

Note: The Tax and Assessment: 12 Month Webinar Series follows the same structure and format as this course. 

Who Should Attend:

Finance Officers who need an indepth understanding of property taxation.

Participants will discuss and gain an understanding of the following:

PROPERTY TAX 202 - TAX AND ASSESSMENT: END TO END PROCESS

Course Objectives:

This course will provide participants a full understanding of several specific taxation processes: from where the process starts; through the systems in BC Assessment; to how they are implemented in local government.

Who Should Attend:

Finance department staff who deal with property taxation, especially those dealing with supplementary rolls, non-market change data, risk to roll, ownership/address change reporting, and exemptions.  

Benefits of Attending:

Participants will discuss and gain an understanding of the following processes:

  • Non-market change
  • Ownership/address changes
  • Supplementary rolls
  • The Risk to Roll
  • Statutory and permissive exemptions

PROPERTY TAX 301 - TAX POLICY

Course Objectives:

The objectives of this course are to identify the issues involved in property taxation in British Columbia.  It will give participants a framework and tools to address current and arising issues.   

Who Should Attend:

Finance Officers who are responsible for the property taxation function and administer taxation policy.

Benefits of Attending:

Participants will gain an understanding of the issues involved in assessing, calculating and collecting taxes in an average size municilpality in British Columbia.  The course will cover:

  • Assessment appeals
  • Exemption programs
  • Tax policy
  • Tax calculation
  • Local service area taxes
  • Collection issues
  • Current topics

PROPERTY TAX 302 - PROPERTY TAX POLICY AND SETTING TAX RATES

Course Objectives:

Through panel discussion, participants will obtain an indepth understanding of taxation policy and setting tax rates.  Participants will be provided a framework and a toolkit for setting tax rates.

Who Should Attend:

Finance Officers who administer tax policy and set tax rates.

PROPERTY TAX 303 - TAX SALES

Course Objectives:

Tax Sale is the ultimate tax collection tool. Selling a person's property at Tax Sale is a big responsibility and includes an element of risk to the municipality. If you have to do it, you need to know the procedural and legal pitfalls to do it correctly. 

Who Should Attend:

Finance Officers who are responsible for the property taxation function and taxation collection.

Benefits of Attending:

Participants will gain an understanding of:

  • The governing legislation
  • How to collect delinquent taxes and avoid the necessity of tax sale
  • Advertising the sale
  • How to conduct the auction
  • What to do with properties acquired in tax sale
  • How to handle redemptions

Note:  Although no courses are scheduled at this time, the  Annual Municipal Tax Sale 2016 - 3 Session Webinar Series is offered in late Summer. Late registration is permitted and will provide you with recording of concluded sessions.
